Broad Creek Renaissance

An urban, antiquated public housing development developed after World War II to house military families stood ready for revitalization. It would take long-term vision and an integrated team to turn it around. The Norfolk Redevelopment Housing Authority and VHB applied creative ideas to design infrastructure solutions for this 87-acre site. Each challenge was met head on—from getting water to detention ponds, to working in the environmentally sensitive area—and resolved with skilled value engineering. Working with multiple city departments, the master developer, and local community groups, VHB was able to resolve the most important issues. The result is Broad Creek Renaissance—a vibrant, mixed income 600-unit development, complete with a park system and town center for community gatherings and recreational activities, and flexibility for future phases.
