
Brian Shunk, PE, has joined VHB as Gulf Coast Transportation Director. Brian's transportation planning and engineering leadership in the private and public sectors will help VHB deliver resilient transportation solutions for clients across Florida.
Brian's career is marked by enhancing mobility and safety for communities, emphasizing complete streets and context-sensitive planning and design for multiple travel modes. At VHB Tampa, Brian will lead integrated teams of engineers, scientists, planners, and designers; expand, grow, and strengthen transportation services; and deliver an array of transportation safety, improvement, and infrastructure projects.
Brian’s career as a transportation engineer/planner started in Florida in the private sector, including roles that contributed to the development of Sarasota’s Connecting the Downtown to the Bayfront, US 41 Corridor Study and Tampa’s 40th Street PD&E Study. Most recently, as Strategic Development and Implementation Office Technical Manager with Pennsylvania Department of Transportation (PennDOT), Brian managed the PennDOT Pathways Program that included select bridge tolling and evaluation of managed lanes throughout the state. The first initiative to move forward from the Pathways Program was the Major Bridge P3 Initiative (MBP3). which replaced six major interstate bridges in a single package through a Progressive Public-Private-Partnership (P3) model. This program is the first and largest Progressive P3 led by any DOT in the nation.

VHB Gulf Coast has partnered on significant Florida transportation safety and improvement projects that prioritize community benefits and resiliency, including the I-4 FRAME connective vehicle technology improvement project from Tampa to Orlando; the historic Legacy Trail extension in Sarasota; and Florida Department of Transportation (FDOT) District 7 traffic studies that prioritize safety, active transportation, and mobility.

Brian is an alumnus of the Florida Institute of Technology, holding both a Bachelor of Science and a Master of Science in Civil Engineering. He has been an active member of the American Association of State Highway Transportation Officials (AASHTO) Joint Technical Committee on Non-Motorized Transportation, where he assisted in the development and publication of the 2021 AASHTO Guide for the Planning, Design, and Operation of Pedestrian Facilities, 2nd Edition, and the 2024 Guide for the Development of Bicycle Facilities, 5th Edition. He also holds membership in the Institute of Transportation Engineers (ITE), and is a registered professional engineer in Florida, Pennsylvania, and Maryland.
