On December 5, New York City officials took a bold step toward addressing the city’s housing crisis by approving the “City of Yes for Housing Opportunity” plan. This comprehensive update to zoning regulations, supported by VHB’s environmental and strategic planning team, is expected to pave the way for more than 80,000 new housing units, providing greater access to affordable homes while promoting equity and sustainability across all five boroughs.
By modernizing zoning regulations, the plan aims to reduce barriers to housing development and encourage smart growth in neighborhoods historically underrepresented in the city’s housing strategies. The initiative prioritizes opportunities for multi-family housing, accessory dwelling units, and mixed-use developments—balancing growth with the preservation of each neighborhood's unique character.
“This is a transformative moment not just for New York City, but for urban centers across the country,” said Allison Ruddock, VHB Director of Planning, New York City. “The City of Yes for Housing Opportunity redefines how cities can approach zoning policies to expand housing access, improve equity, and support sustainable development. It provides a forward-looking framework that major cities across the U.S. can adopt as they tackle similar challenges in building inclusive and livable communities.”
VHB played a pivotal role in advancing the City of Yes for Housing Opportunity, leading the Environmental Impact Statement (EIS) and devising a strategic approach to streamline the environmental review process. By developing comprehensive frameworks and innovative analytical methods, VHB thoroughly evaluated the plan’s scope and potential environmental impacts. These efforts equipped city leaders with critical insights and actionable data to make informed, forward-thinking decisions.
The approval of the City of Yes for Housing Opportunity plan is a testament to the power of collaboration among city leaders, stakeholders, and private sector partners. As the plan moves into implementation, VHB remains committed to supporting New York City in realizing its vision of accessible housing solutions that benefit all New Yorkers.
