Empowering Haverhill Through Digital Equity

In an increasingly digital world, having access to technology and digital skills is essential to prevent individuals from facing social, economic, or political disadvantages. Recognizing this, the City of Haverhill is on a mission to advance digital equity for its residents. With funding support from the Massachusetts Broadband Institute (MBI), VHB worked with the City of Haverhill to recently complete its comprehensive Digital Equity Plan after an inclusive and thorough seven-month planning process.

Haverhill's Digital Equity Plan was shaped through collaboration with local stakeholders and residents, reflecting the city's commitment to community-driven solutions. Over the summer and fall of 2024, VHB gathered community input by hosting public meetings and attending local events such as National Night Out and the Haverhill Farmers Market. These events provided free food, activities, displays, and Spanish, Portuguese, and Haitian Creole translators to engage the community meaningfully.

Organizations like MakeIT Haverhill, the Mayor’s Office, and other City departments, along with the Essex County Community Foundation (ECCF), played pivotal roles in the Steering Committee and the planning process, bringing invaluable insights from active users already working towards digital equity.

While broadband connectivity exists in most areas of Haverhill, challenges such as affordability, device access, and digital skills training still impede some residents. The Digital Equity Plan outlines how the digital divide disproportionately impacts vulnerable populations, emphasizing the necessity for affordable, reliable, high-speed internet for all. Addressing these disparities is particularly crucial for Haverhill as a gateway city to support its robust immigrant and multilingual populations.

Haverhill's commitment to digital equity is evident in this Digital Equity Plan, aimed at fostering a future where every resident has access to the digital world. By addressing these key areas, Haverhill is well on its path to becoming a more inclusive, connected, and empowered community.
