VHB welcomes Jorge Luna as Charlotte's Director of Transit and Rail. In this role, Jorge will play a key part in expanding VHB’s transit planning and operations analysis services, enhancing its growing footprint across the Mid-Atlantic and Southeast regions, including North Carolina, South Carolina, and Georgia while supporting programs in Florida, DC, Maryland, and Virginia. Jorge’s primary focus will be on strengthening relationships with clients and partners, working closely with the existing VHB team to showcase how our diverse skillsets and innovative approaches can enhance project outcomes. By leveraging his experience alongside the knowledge of VHB professionals, Jorge aims for collaboration that delivers exceptional service and solutions to all transit clients.
Jorge brings 20 years of combined experience from both the public and private sectors. Before joining VHB, Jorge served as the transit market sector and transit team lead for an engineering consulting firm in the Carolinas and Georgia, elevating transportation via transit network redesigns, bus rapid transit, and long-range regional planning. During his public agency tenure, Jorge led technology-driven transportation studies and planning analysis with the City of Phoenix and Valley Metro, the Regional Public Transportation Authority, to support equitable growth and enhance mobility within the community.

Jorge is a graduate of Virginia Polytechnic Institute and State University, where he earned his Bachelor of Arts in Public and Urban Affairs. He also holds a Master of Public Administration degree from Arizona State University. Jorge is involved in professional transit communities through the American Planning Association, American Public Transportation Association, Transportation Association of South Carolina, Georgia Transit Association, and North Carolina Public Transit Association.
