NJ TRANSIT Advances Trans-Hudson Planning for a More Connected Future

Developing multimodal solutions to improve transit resiliency.

NJ TRANSIT recently concluded a five-year study focused on improving transportation between New Jersey and New York City. Launched in 2019 in partnership with VHB, the Trans-Hudson Network Planning Strategy aimed to strengthen the trans-Hudson transit network by addressing capacity constraints, supporting ridership recovery during and after the COVID-19 pandemic, and enhancing the overall commuter experience.

VHB, in collaboration with AECOM, conducted nine feasibility studies across multiple transit modes, focusing on service enhancements, capacity improvements, and multimodal access. These studies identified near-term, cost-effective upgrades to expand trans-Hudson travel options while aligning with major infrastructure projects like the Gateway Program and Port Authority Bus Terminal redevelopment. The study also assessed long-term opportunities, including a new Manhattan ferry terminal, expanded use of the George Washington Bridge Bus Station, multimodal hubs, and new mobility options.

With the transportation landscape rapidly evolving, the team integrated scenario planning, economic modeling, and market trend analysis to better anticipate and adapt to shifting travel patterns. As part of this effort, VHB developed a dynamic dashboard that provides real-time insights into market and ridership trends. This tool has enabled NJ TRANSIT to make informed decisions while fostering regional collaboration, allowing peer transit agencies to share best practices for pandemic response and recovery. Moving forward, the dashboard will continue to support strategic planning, pilot initiatives, and funding applications, further strengthening NJ TRANSIT’s leadership in regional mobility planning.
