Topping-Off Ceremony Marks Progress for Northwell Health Care Pavilion

New pavilion to deliver advanced outpatient care and support Lenox Hill rebuild.

Northwell Health’s Victoria and Lloyd Goldman Health Care Pavilion recently achieved a significant milestone with its topping-off ceremony, marking the culmination of hard work, collaboration, and forward-thinking design. The state-of-the-art facility, located on the Upper East Side of Manhattan, will serve as a key hub for outpatient services, offering world-class care across a wide range of medical disciplines. The building will also play a pivotal role in supporting the redevelopment of Lenox Hill Hospital .

The construction of the 15-story, 200,000-square-foot pavilion was driven by the need to transfer critical services from Lenox Hill Hospital, which is slated for demolition and reconstruction. The new facility, housing specialized care such as oncology, cardiac care, neuroscience, and more, will help Northwell Health maintain its service capacity while Lenox Hill undergoes its transformation. This strategic approach confirms continuity of care for patients while enabling the hospital to evolve and meet modern healthcare demands.

VHB has been involved in this project since its early stages, evaluating site access, circulation, and transportation planning while guiding the project team to address concerns from city agencies and the local community. As the design evolved, VHB provided critical input on patient, visitor, and staff access points, including loading dock access and curbside pick-up and drop-off areas for ambulette and patient/visitor vehicles, making certain the infrastructure met both operational needs and regulatory requirements. This process included multiple design iterations to incorporate feedback and align with both public and regulatory expectations.

One of the standout aspects of this project was VHB's coordination of the Stormwater Pollution Prevention Plan (SWPPP) inspections under the newly implemented unified stormwater regulations set by the Department of Environmental Protection (DEP). These regulations, while essential for managing stormwater impact in urban settings, have presented challenges to many developers due to their complexity. However, VHB’s long-standing relationship with the DEP, coupled with a clear understanding of these new requirements, enabled the team to streamline the inspection process and keep the project on track.
