VHB Develops Data-Informed Application for FDOT D3 Roll Forward Program

Custom-built application streamlines critical project funding.

VHB recently developed a tailored, custom-built software application to enhance the Florida Department of Transportation (FDOT) District 3’s (D3’s) Roll Forward funding process. This technology-enabled solution will help FDOT D3 oversee spending, implement projects more efficiently, and earmark millions of dollars each year for critical transportation-related projects that improve mobility, enhance communities, and contribute to economic development.

The FDOT Roll Forward process analyzes current-year funding that will not be fully committed by the end of their fiscal year and is therefore earmarked to “roll forward” into the next fiscal year. ​Roll Forward’s goal is to monitor and minimize the amount of funding between the current fiscal year and the next.  In essence, it gives key Department leadership a snapshot view into where money is – and isn’t – being spent, enhancing FDOT’s ability to capitalize on opportunity.

To aid the Roll Forward process, VHB designed a custom software application that allows FDOT program managers and District executive management to review and address potential Roll Forward progress earlier in the fiscal year and more often, enhancing sound stewardship of funds. The application streamlines the Roll Forward process by automatically populating work program lists, applying appropriate business rules and sophisticated logic without need for manual entry, and assigning program tasks based on pre-applied settings within the application.

Roll Forward Application users now have a customized dashboard and access to various filters and ease-of-use features that simplify and speed workflow, while enhancing program oversight and trackability. Users can automate workflow, route a project to the next stage in the process, and even automatically inform others within the workflow.
