VHB and Fried Frank Host Event on the City of Yes Zoning Reforms

Exploring how the initiative is shaping development opportunities in New York.

VHB, in partnership with global law firm Fried Frank, recently hosted an insightful event examining the transformative impact of the City of Yes zoning initiatives—New York City’s most comprehensive zoning overhaul since the City’s zoning was adopted in 1961. The evening brought together industry leaders, developers, and architects to discuss how these recently approved changes create new residential and commercial development pathways that advance affordability and sustainability goals.

The evening began with introductory remarks from City Planning Commission Chairperson Dan Garodnick, who emphasized the importance of these updates in fostering sustainable growth, addressing housing needs, and streamlining regulatory processes. His insights set the stage for an evening filled with critical information and meaningful dialogue.

David Quart, VHB’s Real Estate Market Leader, introduced the evening’s agenda, underscoring the collaborative effort behind the initiative while framing it as a powerful tool in the toolbox for addressing the housing crisis. Fried Frank professionals then dove deep into zoning updates and legal considerations, covering topics such as expanded residential development opportunities, zoning relief tools, and revised use regulations that support mixed-use growth.

VHB’s Planning Leaders, David Velez and Allison Ruddock—who oversaw preparation of the Environmental Impact Statement for the City of Yes for Housing Opportunity—led a discussion on the City’s evolving environmental review process, focusing on City Environmental Quality Review (CEQR) streamlining efforts, including the Green Fast Track for Housing Program. By refining environmental assessment methodologies, these updates will help accelerate project timelines and reduce barriers to development without compromising sustainability standards or community impacts.

The program closed with an open discussion between David West of Hill West and Sam Charney of Charney Companies to explore the City of Yes from both an architect and developer perspective, and the impacts they’re already seeing.
