The Town of Groton has a desire to create a more viable, vibrant community and a welcoming environment for business and investment. In support of these goals, VHB performed a comprehensive review of the Town’s zoning regulations and conducted a market-based assessment of its economic development potential. VHB audited the existing zoning and subdivision regulations and identified areas of regulatory concern, suggesting changes and providing a roadmap to assist the Town in implementing the recommendations. The audit highlighted inconsistencies, confusing and vague language, formatting and organization issues, out-of-date provisions, and barriers to efficient permitting. VHB also provided the Town with a report that identified opportunity areas for targeted redevelopment and investment in Groton.
