The Norfolk Resort and Casino will transform an underutilized parking lot adjacent to the Harbor Park Baseball Stadium into a vibrant destination featuring a 200-room hotel, four-star restaurants, approximately 1,800 gaming positions, greenspace, and a riverfront promenade linked to the Elizabeth River Trail. This development will boost tourism and economic vitality while connecting its waterfront site to city amenities.
VHB’s integrated services team worked alongside HKS and SWA Architects to prepare the master development plan and designed new infrastructure to support the phased development of the site. Model Based Design tools helped the team create a plan for a complex program within the site’s constraints. VHB worked with the Army Corps of Engineers and local agencies to address coastal resiliency and sustainable development along the water’s edge. Our deep experience in the City of Norfolk and knowledge of the development process was key to keeping this project on track and moving through regulatory approvals.
