The New York City Department of City Planning (DCP) is spearheading the City of Yes Initiative to address the City’s restrictive regulations and complex zoning constraints, and create new affordable housing, support small businesses, and promote the development of renewable energy.
The City of Yes for Housing Opportunity initiative aims to create more than 100,000 homes for approximately 250,000 people and will reshape New York’s housing landscape into an inclusive and equitable environment that provides greater affordability for working individuals and families. This landmark initiative encompasses a comprehensive strategy focused on creating a variety of housing options across all five boroughs, eliminating exclusionary zoning practices, and repurposing vacant office spaces into homes for New Yorkers to address the City’s housing shortage. Additionally, it will strive to promote vibrant, mixed-use districts, transit-oriented developments, and shared living opportunities.
VHB is leading the Environmental Impact Statement (EIS) effort and working to develop a strategic plan and approach for addressing the unique challenges and complexities of an environmental review for the initiative, including determining the frameworks and analytical methods for evaluating the scope of the proposal and for assessing any potential environmental impacts.
Additional City of Yes initiatives include the City of Yes for Carbon Neutrality Plan, which aims to modernize zoning to promote the integration of green technologies and electric vehicle infrastructure. The City of Yes for Economic Opportunity will update New York City’s zoning rules to open, operate and expand businesses, while creating safe, inviting, and business-friendly streetscapes.
