VHB provided environmental due diligence and construction support services to Wentworth-Douglass Hospital to facilitate the construction of a medical office building located within the boundaries of the former Pease Air Force Base U.S. EPA Superfund Site. While conducting an ASTM Phase I Environmental Site Assessment (ESA) for the client, VHB was informed by the Pease Development Authority (PDA) that area soils contained the pesticide chlordane, which had been used around several former military housing buildings from 1968 through 1980. VHB guided conversations between the client, PDA, and New Hampshire Department of Environmental Services (NHDES) and developed a Soil Management Plan (SMP) to facilitate construction at the site. As part of the SMP, chlordane-containing soils were delineated, relocated on-site, and capped with geotextile material and a clean loam layer to prevent future exposure to site occupants. VHB monitored these activities on-site during construction to confirm the work was being performed per NHDES standards. The hospital’s new outpatient center officially opened in the summer of 2019.
